There are times when emergency events and largescale improvement projects force the closure or disruptions of roads in Porirua City, sometimes for a number of weeks or longer.
We appreciate this is disruptive for residents and do our best to reopen roads as soon as it is safe to do so.
The following road works, road closures or disruptions are currently active in the city.
Mo Street from the Lily Close roundabout to the new development will be closed for up to four days between 19 November and 27 November, with three days allowed as a contingency. Gillies Group will be carrying out work to the road and creating a new entry to the development.
Access to the footpath and road will be made available to residents during the road closure between 7am and 5pm, outside these hours everyone will have full access.

Powerco is doing a gas pipeline upgrade in Grays Road and Mervyn Place between November 2024 and January 2025. Work will be done under Stop / Go traffic control during the hours of 9am and 4pm only. There will also be lane closures so expect some delays at times.

Sewer main construction & water main renewal
Both lanes of Champion St are now open, however the entrance to Bothamley Park remains closed until further notice.
Water main renewal
The watermain is being renewed on Gloucester St to replace aging infrastructure to reduce leaks and ensure reliable and safe water supply.
Traffic Management:
Traffic Management continues on east Gloucester as Action Civil works to install the principal main. Parking is still available again in the parking bay lane on west Gloucester. Lane closures and detours will be in place around active work zones. Please follow posted signage and use alternate routes where possible.
The car park outside 14 Bedford Court, Te Akapuanga Hall (Porirua Cook Islands Hall) will be closed between midday and 10pm on the following days for the Pacific Night Market:

Electricity cabling - October to December 2024
Wellington Electricity is installing an underground electricity cable between 11 Prosser Street and 24 Mohuia Crescent in Elsdon, Porirua. The project involves digging trenches, installing protective pipes, then covering everything up once the cables are in place. The work is being done in stages.

Water main installation - January to December 2024
Wellington Water is working to install a new water main on Titahi Bay Road (near Wi Neera Drive) and along Tangare Drive.
The project is expected to take approximately eleven months to complete. It is being carried out in stages and is a joint effort between Wellington Pipelines and Wellington Water.
Please be aware the work will cause some road and footpath disruptions, with some works carried out at night as required.
We thank road and footpath users, and residents of the area for their patience while this important project is completed.
Beginning on 20 November, for two nights, Wellington Water will be replacing a sluice valve box at the intersection of Lyttleton Avenue and Kenepuru Drive. The work will be carried out overnight between 7pm to 5am to minimise disruption, and stop/go traffic control will be in place. Your patience is appreciated while this major work is carried out. A slip in 2022 has resulted in the long-term closure of the walkway between Halladale Road & Kinloch Grove.
The retaining works required will be programmed as priorities and budget allow.
There is currently no timeframe for these works - and the walkway will remain closed until it can be safely reopened.
We recognise this closure will be frustrating for many residents.
Our arborists will be working in Moonshine Road for the week starting Monday 18 November. Traffic management will be in place.
The week beginning 21 October, Downer will be carrying out repairs to the road in the following four approximate locations along Moonshine Road:

Northpower (on behalf of Wellington Electricity) is replacing a power pole and carrying out maintenance work on other poles on Murphy’s Road, Judgeford.
Work is planned for Tuesday 12 November and could continue until Friday 15 November between the hours of 8am and 4pm.
Pedestrians and resident vehicles will be assisted through the closure by the traffic controllers if required.
Northpower (on behalf of Wellington Electricity) is replacing cross-arms on several electricity poles from 171 Belmont Road, Judgeford.
Work is planned for Tuesday 12 November and could continue until Friday 15 November between the hours of 8am and 4pm.
Pedestrians and resident vehicles will be assisted through the closure by the traffic controllers if required.
Sewer main renewal - 24 July to 15 November
The entrance to Mepham Place is now open but the work is on hold. Installation of the last manhole has been deferred and the website will be updated when we have a firm date for completion.
Windley Street will be closed from Wednesday 24 July to Friday 15 November at the intersection of Windley Street and Champion Street.
There will be a full road closure of Windley Street, between Thompson Grove and Champion Street. One lane will remain open on Champion Street, with traffic managed under a Stop Go operation. This area will be closed continuously for nine (9) weeks, including a two (2) week contingency buffer if required.
GP Friel on behalf of Kainga Ora, will be carrying out a wastewater renewal project during this road closure. A significant trench depth is required for the work, which requires large construction machinery. As such, most of the available road and footpath space is required
Residents and the business owner have been notified as part of the Mana Whenua Partnerships team’s notification process within Te Aranga Alliance. Contractors will be installing signs at the end of this closure to indicate that the business remains open and accessible.

Windley Street will be closed from Wednesday 24 July to Friday 15 November at the intersection of Windley Street and Champion Street. GP Friel on behalf of Kāinga Ora, will be carrying out a wastewater renewal project during this road closure.
There will be a full road closure of Windley Street, between Thompson Grove and Champion Street. One lane will remain open on Champion Street, with traffic managed under a Stop Go operation.
The businesses remains open and accessible.

The project was expected to take approximately eleven months to complete and is a joint effort between Wellington Pipelines and Wellington Water. It is now nearing completion and final tests and reinstatements will follow in the next month or so.

Essential work to increase drinking water supply and improve our electricity network is being carried out from early November for the fast-growing eastern suburbs.
Porirua City Council, Wellington Electricity, Wellington Water and Kāinga Ora are teaming up to carry out essential infrastructure work along two Transmission Gully motorway link roads. To keep disruption to a minimum, we are working together using a ‘dig once’ approach to get both water and electricity upgrades done at the same time.
In stage 1, we’ve temporarily closed Waitangirua Link Road from 4 November for up to five months. This closure will allow us to:
- lay cables for improved electricity supply
- lay pipes to increase drinking water supply.
While the road is closed, we’ll also remove wilding pine trees, clear vegetation, resurface the road and install signage for the increased speed limit on the Waitangirua Link Road, which is being raised to 60km/h as part of the Speed Management Plan for Porirua City.
Once the stage 1 work is complete and Waitangirua Link Road is back open, we’ll be closing one lane of Te Ara Kāpehu (Whitby) Link Road for about two months to lay water pipes and power cabling (stage 2). This work will happen in 2025.
The 2.4 km of new drinking water pipes will connect to the new, larger reservoir that is being built at the end of Stemhead Lane in 2025 by Te Rā Nui. The new power cables will enable our city to have a more resilient electricity network and allow future growth.
