Notification of Application for a Resource Consent under Section 95A(3) (a)

Name of applicant: Willowbank Trustee Limited

Council reference: RC8436 – LU0125/21

The applicant proposes: Continued long-term operation of the Willowbank Quarry and expansion of the existing quarry footprint.

This will involve the following broad activities:

  • Vegetation clearance and tree removal,
  • Excavation of cut faces, benches and access tracks,
  • Construction of a stream diversion channel,
  • Establishment of two new overburden disposal areas,
  • Upgrade and installation of culverts for stream diversion and access track to fill sites,
  • Deposition of overburden material to the fill sites,
  • Staged expansion and operation of the Willowbank Quarry, and
  • Continued use of access haul road and site intersection with SH58.

Fulton Hogan, as quarry operator, is proposing that the quarry will normally operate from Monday to Friday, between the hours of 6am and 6pm, and on Saturday, between the hours of 6am and 3pm.

The application notes that from time-to-time Fulton Hogan may be required to operate the quarry between 6pm to 10pm to cater for the needs of local projects, which is why hours of operation of 6am to 10pm are being requested. Any blasting activity will only occur between 9am and 6pm.

Resource Consent is required for the proposal as it is not provided for as a Permitted Activity in the Rural Zone in the Porirua City District Plan (the District Plan). The proposal is considered to be a Discretionary Activity pursuant to Rule D4.1.4 of the District Plan.

The application may be inspected at the Porirua City Council, Administration Building, Customer Service Centre (ground floor), Cobham Court, Porirua, between the hours of 9.00am and 5.00pm.
